About the programme
RCS England aims to build an inclusive profession where everyone’s contribution is recognised and all feel welcome, demonstrating our commitment to fairness, gender equality and anti-racism. To do this, we need more women to get involved with the leadership of the College and healthcare organisations in general. As a surgeon or dental surgeon, leadership opportunities are available to you throughout your career. However, external and internal factors such as imposter syndrome, time constraints, family commitments or financial situation, can stop you from applying for roles in which you have the potential to excel.
The Emerging Leaders programme empowers women and non-binary individuals to discover and refine their unique leadership style and voice even in challenging environments. With a focus on transformational leadership, we seek aspiring inclusive leaders who are ready to advance their careers, enhance their skills and expand their networks. This programme is designed for those eager to influence positive change and create a more inclusive environment as they step into formal leadership roles.
10 years of Emerging Leaders
Now in its tenth year, the programme continues to address the pressing need for greater diversity in surgical leadership. While women make up nearly 60% of medical students, only 16.3% of surgical consultants are women as of 2025. At the current rate of progress, some specialties may take another 60 years to achieve gender parity. The Emerging Leaders programme plays a vital role in closing this gap by equipping participants with the skills, confidence and support needed to lead.
Past participants have gone on to roles such as RCS England Council member, medical school dean, national committee chair and FDS Board member. According to participant surveys we know that 100% of respondents have successfully secured leadership roles in the NHS, with over 80% holding more than one position. Many have also taken up informal leadership roles, such as member of the working party on sexual misconduct in surgery or director of a trust simulation centre. Read more.

What are the benefits of being an Emerging Leader?

Support for participants with caring responsibilities
The Emerging Leaders programme provides support for all participants who are parents or who have caring responsibilities. We will cover the cost of childcare to attend on-site events where appropriate but also have facilities in the College building to enable parents or carers to bring their children or childminder if they are very young. There also facilities for expressing and feeding babies.
We are mindful that the working day or annual calendar does not always match the rhythm of those with children so we will always be as flexible as we can with different elements of the programme. For example, online workshops are always recorded to watch at a later time, e-Learning modules can be accessed whenever suits participants, the time of mentor meetings are set by both parties and a large number of Council meetings are conducted online to eliminate the issue of travel time. We also endeavour to make sure that the annual calendar of events does not clash with school term times and holidays.
‘The Lady Estelle Wolfson Leadership Fellowship has provided valuable mentorship and a (super) fast-track in my career. There are opportunities to attend a multitude of RCS committee meetings, to deliver teaching at RCS Educational Courses, and to participate in the design of marketing resources. Networking with a diverse group of Fellows has offered informal support and contacts for the future. As the year draws to an end, I have been successfully appointed to a programme director role – a leadership opportunity that I had not dreamt of this time last year. Application criteria
To be eligible for the Emerging Leaders Programme, applicants must meet the following criteria:
- Identify as a woman or as a non-binary person who is comfortable in a space that prioritises the experiences of women.
- Reside in the UK for the full duration of the two-year programme.
- Hold fellowship or membership with The Royal College of Surgeons of England at the time of application and throughout the duration of the programme. Applications will be verified upon submission, so we recommend confirming your membership status with our membership team before applying: membership@rcseng.ac.uk. Please note: Membership or fellowship with another College does not qualify you for this programme—you must be affiliated with The Royal College of Surgeons of England.
We welcome applications from a diverse range of people who work in surgery, dentistry and medicine, including those who work less than full time. We are also keen to achieve a spread of appointments across specialties and geographical regions.
You do not have to have reached a certain grade to apply, people are ready for leadership at different stages of their careers, and we don’t exclude anyone purely on career grade. Current Emerging Leaders and alumni include Core Surgical trainees, ST3-8, post-CCT fellows and consultants. We tailor the programme each year to ensure that the content delivered is appropriate and applicable to participants.
Application support
Before applying, we strongly recommend that you familiarise yourself with the programme requirements and confirm your ability to prioritise and attend all programme elements, including in-person events. If you are considering other professional commitments, please discuss them with the programme manager before submitting your application.
The application form collects general information, and when you reach the three key questions, we recommend taking your time to thoughtfully craft your responses. Shortlisters will review all three questions, so there’s no need to repeat yourself. Please note the word limit for each question is 4,000 characters (including spaces), roughly 500 words.
When preparing your answers to the three questions, please ensure you:
- Demonstrate self-awareness and a commitment to professional and personal development, with no or limited prior access to formal structured leadership programmes (short or mandatory courses are acceptable);
- Show that you are aspiring to take on formal leadership roles within the next 2–5 years as part of your career plan.
- Demonstrate commitment to an inclusive leadership mindset, embodying diversity, equity and inclusion principles, and actively welcoming diversity of thought.
- Convey a clear ambition to lead, with a sense of purpose and vision.
